Unable to Unlink Reusable Blocks

I am trying to use reusable blocks. I do not have the option to ‘Convert to Regular Block’ on the dropdown menu. I am unable to convert a reusable block to a regular block. I can to create a reusable block, which I can then edit across all of them. But I cannot unlink a reusable block and edit it separately. I do not have the ‘Convert to Regular Block’ button that allows me to do this. How do I get this option?

Also you may wish to try troubleshooting by quickly deactivating all plugins on your site and seeing if the ‘Convert to Regular Block’ button reappears. If it does then you can turn your plugins on one at a time until the issue returns. When it does the conflict is usually related to the last plugin you activated.
