unable to uplaod theme in my wordpress

  i am a learner of wordpress website building ,and i am unable to upload theme into my account. while uploading an error always occur to sign-up for business plan. i dont want a any plan right now. please provide me a solution so that i can carry on with learning with wordpress. Thanks

  You cannot upload a theme when you’re on the Free Plan, you need to upgrade to the Business Plan, https://en.support.wordpress.com/plan-features/.
  If you don’t want to upgrade, you could install the standalone version of wordpress.org locally, https://codex.wordpress.org/Installing_WordPress#Installing_WordPress_on_your_own_Computer
