I’m planning to set up a sort of public notice board where users can track those they’ve lost contact with. It is a free site that may carry three sub-headings like: 1. Uncontactable Mobile Numbers 2. Uncontactable Emails 3. Uncontactable Addresses
The template should be simple enough to carry a row for users to enter their own updates as they wish or refrain if they choose privacy as an option; or request their own methods of updates to protect their own data or privacy.
The site is free to use but I wouldn’t mind being advised on how advertisements can help with this free site maintenance in the longer term.

WordPress.com does not have a system in place to allow the general public to post directly on your site. As the site owner (and administrator) you can publish content with out any issues, but there is no way for others to do this. You could if you wish set up a contact form on your site (which allows site visitors to send you email messages. From there you can publish the info the info they send, but they do not have a way to do this publicly.
