Updates / Changing Not Changing

I keep trying to update the header and footer and add a sidebar. I made changes and nothing was updated. I added a sidebar and it went into the header. Please help me or point me in the right direction. Oh and the site just went down for like 30 mins and my I.T. went to check and everything worked for her but not for me. Not sure what is happening but I need help so I can be down with this site design.
