  How easy is it to change plans and upgrade or downgrade?

  Upgrading at WordPress.com is easy and you usually pay the difference between the price of the plans, such as moving from Personal to Premium. Downgrading can be a little more complicated and often needs staff intervention. If you have made use of features on one plan and then wish to downgrade to a cheaper plan you will lose access to those features. https://wordpress.com/pricing/

  I should have added that you’ll just pay the difference for the upgrade if there is still a reasonable amount of time left before your first plan expires.
  And of course if you downgrade you will only be refunded the upgraded plan portion if you cancel within 30 days. https://en.support.wordpress.com/refunds/
