this sentence is written: “You don’t currently have any active subscriptions on WordPress.com, If you would like to customize your sites look or feel, or add a custom domain, you should consider purchasing an upgrade in our Store”i’ve checked also my payment with Paypal and it is ok.

ok, but paypal told me that i paid to WordPress 99$…
I paid but have not received the upgrade.

Do you have more than one blog? Maybe you purchased the upgrade from the dashboard of the wrong one?

Do a whois on the domain name you tried to register and see if the registration went through
