Upgrade to Premium Unavailable

  I’d like to upgrade to the premium, but it says it is unavailable for me. Is it possible to apply the money spent on the custom design and domain mapping to premium? I consulted with a web designer who was not as informed as I thought. They confused me, and had me buy the wrong things. Please help. thanks.
