  What if I purchase the Basic Plan and after a while I want to upgrade to the Premium. Could I do that?

  The basic plan is the free plan which I presume you are currently using. The next plan up is the Personal plan which gives you stuff like a custom domain name, more support and no ads. If a few months later you then wanted to change to the Premium plan then you would be charged the difference between the two plans. https://wordpress.com/pricing/
