After having downsized my images, wordpress still tells me that my upload limitation is over the limit. The program does not do a recount of the amount of MB’s I have used. Help!

It looks like some of your older images are extremely large such as: https://psychologenpraktijk.files.wordpress.com/2013/05/img_0075.jpg
A free WordPress.com plan allows you to upload 3GB worth of images. The running total is displayed in your Media Library. To increase that 3GB requires upgrading to a paid plan: https://wordpress.com/pricing/
Downsizing images within WordPress.com won’t have any effect as the original image remains in your Media Library along with the new smaller image. The only solution if you don’t want to upgrade to a paid plan is to remove any large 2MB to 5MB images from your Media Library completely one at a time and optimize them for the web before re-uploading them back to the appropriate posts: https://en.support.wordpress.com/media/image-optimization/
