Upload size of phots from iphone

  I just created a blog with wordpress and wonder how photos are uploaded. I noticed that when I uploaded a 4MB photo from my iphone it only takes about 300K on my blog. Does that mean the only the 300K is what comes on my phone bill? I ask because I am going to travel and blog from a country where its costs almost 20 USD to upload 1MB with my phone.
