  I am trying to add a custom theme but it is not allowing me to drag the zip file in or download the file under Upload theme under the design tab

  The blog I need help with is: (visible only to logged in users)

  Plugins can only be installed on WordPress.com if you have the Business Plan Upgrade:

  https://wordpress.com/business/

  They are usually used for WordPress.org installs which run on different software. It sounds like the site you are working with is self-hosted. For the difference:
