  Why I am not getting the option to upload theme

  If you are talking about a site running on the wordpress.com platform: you can’t upload a theme on the Free Plan. To do so you must upgrade to the Business Plan.

  With WordPress.com the theme options are available in the showcase at https://wordpress.com/themes/

  When using our business or ecommerce plan option you have the added functionality to upload a custom or third party theme. See here: https://wordpress.com/pricing/
