  Hi!

  WordPress doesn’t not support uploading of custom WordPress themes to their service. This is only available in self-hosted version(WordPress.org).

  On WordPress.com, uploading custom themes is now a feature of the Business plan:

  https://wordpress.com/plans/

  Custom themes can also be uploaded to self hosted WordPress.org sites:

  WordPress.com vs. WordPress.org
