Uploading a theme a bought

  I am trying to upload theme from an outside source, but wordpress is saying i need to pay $300 to do so? I am confused why

  That is correct. Using a third party theme on a WordPress.com site requires our Business Plan:

  On our other plans you can use any of the themes listed at https://wordpress.com/themes/
