Uploading custom theme

  i have downloaded a custom theme via elegantthemes.com paid 40 us dollars for it . now how do i upload and use this theme
  do i have to pay money to wordpress to be able to do this ?

  I’m sorry, but themes can’t be uploaded to WordPress.com. That’s a feature of self-hosted blogs through WordPress.org.
