uploading custom wordpress theme

I purchased a custom wordpress theme from themeforest.net, and the directions at http://codex.wordpress.org/Using_Themes#Adding_New_Themes explain that to add a new theme using the administration panel, I need to go to Appearance > themes and select “new themes.”
However, the “install themes” tab at the top of the page as shown in the screenshot for that page (http://codex.wordpress.org/File:themes.png) does not exist on my page.
I’m reading in different places on wordpress that wordpress does not support uploading of custom wordpress themes … did I purchase a theme I can’t use?
Please advise.

Yes – That is correct – – ask for a refund – you have made a common error –
You are limited to the about 210 Themes you can see in your dashboard – the themes here are highly modified to add functions – also everyone uses the same themes so it is a security and reliability issue also

Ask for your money back: a reputable designer should give you a refund. On a WP.com blog like http://frankiet28.wordpress.com/ we can ONLY use the themes at our theme page under appearance.
