Uploading my theme

I bought a them and I have it in my pc but I cant find the upload option anywhere.

Custom themes can only be uploaded on WordPress.com if you have the Business Plan Upgrade:
https://wordpress.com/business/
They are usually used for WordPress.org installs which run on different software.
If you do not want to go with the Business Plan but want to stay with WordPress.com, the good news is that WordPress.com has hundreds of available themes that you can activate (many for free), and they are found under Appearance > Themes

No worries. I’ll try to help you through that confusion. There’s actually 2 different versions of WordPress.
Here, at WordPress.com, we offer a managed hosting environment. All of our themes come from the showcase at https://wordpress.com/themes/ If you’d like to upload a custom or third party option (which is what you have described) then the business plan is required. That will give the site the necessary infrastructure for using such a theme file. https://wordpress.com/pricing/
The other version of WordPress is the open source WordPress.org software. With that option you can upload the theme you’ve bought for free. However, this version of WordPress is much more hands on and you will need to find and pay for hosting.
