I haven’t created the site yet; however, I will be using notepad like HTML code to create a HTML file. I would like to know if I can upload the HTML file to WordPress instead of using the custom themes.

I am creating my website from scratch. I do not want to use any pre-existent website templates. I would like to use WordPress for only web-hosting. Is it possible to use WordPress for, ONLY, web-hosting?

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/
