  I want to change the url of my blog. I am not going to be blogging on that topic and want to blog about something else. How do I do that?

  The URL of your site doesn’t appear to me to be topic specific.

  Regardless, you can change the title of your site under Settings>General Settings in your Dashboard. http://en.support.wordpress.com/settings/general-settings/

  Alternately, you can open a new site with a different URL instead.
