URLs in Media Library

When I upload images to the Media Library via a URL, does the Media Library create a local copy of the image, or does it maintain its trace to the original URL? I want to avoid infringing on copyrights. Do I have a choice to link directly to the image instead of creating a local copy, to avoid copyright infringement? How would I go about that? How else can I safely use quality images? Pexels and other creative commons sites do not suit my needs.

You just can’t use any image you find on the internet. Whether you use the originals image or a local copy doesn’t matter. The fact you use that image is a copyright infringement and can cost you a lot of money.
It’s safe to use own images or royaltyfree images. There are also several sites where you can bij images. But never use image you picked form the internet. -
If you add them to the media library via URL, the image is downloaded into your media library.
