Use a Domain I Already Own.

I am trying to connect my free account website (https://projectwhomen.wordpress.com) to a domain I already purchased (whomen.eu).
From what I read here (https://en.support.wordpress.com/domains/map-existing-domain), I would have to pay 13€ per year.
However, when I start the process, the only option is to do WordPress Premium for 96€ per year.
What am I doing wrong?

If you read that link you provided you will see that an upgraded plan is required to map a domain you already own.
You will need an upgraded WordPress.com plan on your site in order to map a domain. Each paid plan comes with a free domain credit you can use to either register a new domain, or either transfer or map one you already own.
It doesn’t have to be the Premium plan though. You can upgrade to the Personal plan and once you’ve purchased that then use the domain credit placed in your account to map your domain.
The 13$ is only applicable for additional domains linked to your site.
