using a custom theme

I am trying to use a custom theme called “Revolution News.” I have a WordPress account and a Dreamhost account. Once my domain is correctly registered under both of the accounts…how will I upload the custom theme? Is it necessary that I download the CSS upgrade also??
How will the WordPress account be linked to our Dreamhost account????

If your blog is here at wordpress.com, you cannot use themes from the outside, you can only use the themes listed under design > themes.
You mention dreamhost, so my assumption is that your blog is not here at wordpress.com, but that you are creating a blog using the software from wordpress.org and need to inquire over there: http://wordpress.org/support/ .

Hire a webhost, register a domain name, install the wordpress software from wordpress.org onto your webhost and set it up, export your blog from here into the self-hosted.

I am from Iran and I have a farsi wordpress blog. unfortunately the templates are not in good shape in farsi please add more themes (of course wider ones or 3 columns) to wordpress.
