Using blogs to let specific people know about new topics

  Hi all.

  I want to use a blog to communicate with homeworking staff instead of emails. It’s mainky service issues, such as “can you please make sure you do blah” etc

  I want to restrict access (I’ve sussed that out) to just my few people, and I want then to add a comment in to acknowledge they have read.

  My question is really, can WordPress do this? Secondly, can I utilise RSS or other feed to easily alert my people that a new ‘topic’ is up?

  Any help on this would be greatly appreciated.
