I am trying to start a third blog ((email visible only to moderators and staff)) for a different audience. How do I do that with the templates?

How do I do that with the templates?
Not sure what you mean by “with the templates.” Just create another site while logged into the present account. You may elect to choose a theme (template) during the creation process, or allow WordPress.com to automatically assign the Twenty Sixteen theme to the site.
