Want to delete an account but lost all information and could not get in the acco

The former owner of my friend’s fast-food restaurant had built a web in WordPress more than 10 years ago. Now, the web remains no update for more than 10 years. My friend likes to delete this web and will rebuild another one. However, she doesn’t have any information (User name, password, email address etc.) of this web. She has no way to contact the former owner either. Would you please tell us what can she do to delete this web? Thank you!
