  how can i repost a file which i trashed week ago.

  You can restore a post or page if it is still in the “Trashed” area but if by file you mean something that you’ve deleted from your media library then it’s gone from your WordPress.com site for good. Hopefully you saved it elsewhere and can re-upload it.
