We cannot add themes at wordpress.COM. We are limited to the 170+ (and growing) themes found in the dashboard under appearance > themes. Themes found on the internet are for self-hosted wordpress blogs using the software from wordpress.ORG.
Themes at wordpress.COM have to be modified to work within the restrictions here and to support the unique features.
The differences between wordpress.com and wordpress.org (self-hosted) sites.

Thank you for that. In that case, how can I upload the’platform theme’ to wordpress.org?
Would you be able to help please? Gina -
WordPress.ORG does not host websites. You will have to register a domain name, hire a web host and then install and configure the wordpress.ORG software on that web host. You can then export your content from here and import it into that self-hosted site. Figure an average monthly cost, all things considered of $10 to $25.
You will be responsible for all installations, all upgrades, all backups and all troubleshooting. If something goes wrong, you have to figure it out and fix it.
WordPress has made it much easier to self-host sites, but you still have a lot more responsibility.

If you decide to stay on WordPress.COM you should review the Terms of Service very carefully
