  My web page was parked for some reason, and GoDaddy says that I have to log in to update the IP address. However, I can’t do what the instructions say. Anyone out there that can walk me through it in non-technical language?

  To what domain are you referring? The account you’re using to post here has never owned any custom domains on WordPress.com.
