  I want to develop a secure webpage that people can access using a password I supply them. Once on the webpage, I want them to be able to complete a series of employment application forms. I’m not sure how to start the process.

  I don’t have a site with WordPress.com yet

  You can create a site like that on WordPress.com. There are a few different options.
  If you’re looking for a simple solution, you can create Password Protected pages:

  https://wordpress.com/support/post-and-page-visibility/.

  For a more complex system, with more options, you may wish to build a membership site. There are different options there too:
