  I hired a website optimization guy . He wants full access as an admin. Is there another setting I can assign him to where he cant hijack my site or something crazy

  Yes, just follow this guide: https://en.support.wordpress.com/adding-users/

  He’d probably need Admin access to do anything meaningful, but that also means he going things that are quite damaging (like delete all of your content). He will not, however, be able to remove you or delete the site itself.
