  Hi there,

  To create a directory website with WordPress.com, you first need to upgrade to the Business plan and then use a Business Directory plugin like these ones:

  https://wordpress.org/plugins/tags/directory-plugin/

  It is mandatory to upgrade to the Business plans as this is the only plan that allows the installation of plugins.
