Hi,
I have a domain, I am a novice to this. I am unsure of what I want to do. I purchased a license to access a theme for Divi to upload to WP(thinking that is a much easier route for me to publish a website. Can I build the site here first before transferring the domain and choosing a host site/plan? I understand these things must be in place prior to the site going live. Please help – do not see the dashboard etc. Thanks -

You don’t see the dashboard because you don’t have a site yet, at least not with us.
You’re posting on the forums for WordPress.com. On WordPress.com we don’t charge anything for hosting, you create a site by going to https://wordpress.com/start/site/, and the site will be live instantly at a free address we give you. We have paid plans you can add, and you can add your own domain as well, but all that is optional.
To use Divi on WordPress.com, you’ll need to be on our Business Plan and have a custom domain connected to your site.
The other way to use Divi is with a self-hosted WordPress install – that is something completely different from WordPress.com. For that setup you need to download the WordPress software from the WordPress.org website. You then install that to your own server, or on a hosting plan with a provider like Bluehost or Pressable, and the site must be connected to a domain for anyone to be able to access it (we recommend Pressable and Bluehost because they both handle the WordPress installation for you, and both provide a staging domain you can use to build your site before connecting your actual domain.
You can also install the WordPress software on your own computer and set up your site there, and then migrate it to a hosting provider’s server once you’re ready.

If you prefer you can build a site with us and then later migrate it to a self-hosted installation, but as you’d need the Business Plan to use Divi with us, I would rather recommend you pick the option you want from the start in this case.
