Hi, I’m new to WordPress and also clueless at IT, so I have a lot of trouble just formatting the layout of my website. Please bear with me, I will be asking many MANY questions until I figure out how to Computer.
First question: I am unable to view excerpts on my site. I’ve entered text into the ‘manual excerpt’ section before publishing my posts and I turned on ‘Limit feed to excerpt only’ in my settings, but when I preview my site I am still seeing full posts instead of just the excerpt. Is there a way to fix this, please?

To clarify, that setting refers to your RSS feed, which does show only excerpts when I look here: https://storiesforyoungandold.wordpress.com/feed/
However, this setting does not control the appearance of your site itself, and not all themes are designed to show the manual excerpt instead of the full post text.
That is the case with your current theme (Cols) is not created with this use in mind, and will default to showing the full blog post. There is not an ‘excerpt’ setting for Cols, so in this case you will need to switch to a theme that offers that option.
Another option is to replace the default homepage of this theme with a custom homepage: https://wordpress.com/support/pages/front-page/
When you create your homepage, you can add our “Blog Posts” block, which is a block you an use to display recent posts from your blog. The Blog Posts block does have an option to display the excerpt instead of the full post. Yes, you can use the Blog Posts block to insert specific posts to any page.
