Hi,
I am wondering how my developers can obtain access to the database(s) and other required files to transfer my site (free plan) to another wordpress site which is under a paid plan.

There is no database access for free sites on WordPress.com. Is this a new site with a paid plan on the same account?
If you have already made a new website and upgraded the plan for that site, which you want to take over the content on the free site you may need to export and import the content to the new destination: https://wordpress.com/support/export/

We want to move aesastemtest.wordpress.com to a subdomain (stem.aesa.org) of aesa.org. aesastemtest is a free site while aesa.org is a paid account I believe.Thanks,

If you are referring to getting access to the content on aesastemtest.wordpress.com, you do not have access to the database of your site on WordPress.com, but you can export the content in order to migrate it to stem.aesa.org.
