website staging

we have a wordpress website which is a mixture of hardcoded pages and plug-ins – some of the hardcoded pages/forms have become incompatible with recent updates. we are looking at a redesign, should we set up a stand alone site (as a staging website to test design, plugins etc before migrating existing information) or add a staging plugin to the existing site which is rather unwieldy?
