Wgere do I enable XML RPC?

  Where do I enable xml rpc? Other answer locatiosn say that I should log into my blogs dashboard and go to Settings>writing and there should be a checkbox to enable RPC. I don’t see that option

  The blog I need help with is: (visible only to logged in users)
