What does it mean when a WordPress URL returns that is not yet activated?

I create a new blog called dearblog.wordpress.com, but it says that site already exists. When the URL is typed into a browser, it returns “dearblog.wordpress.com has not been activated yet”. Does this mean that this URL has been previously owned or deleted? In which case, I would need to contact the owner to ask for permission to use the URL, but the owner or status of the URL is both unclear.

That means that the user dearblog exists, but hasn’t created the blog that is reserved for them.

@RC – could it also mean that there is an activation email lost somewhere – if the blog was just reserved for an account name should it not say “reserved” and not a message to contact support if you can’t activate it?
