what happened to the "add new" button on the themes page?

i bought a custom theme and i cant find the “add new” button on the themes page. how can i upload it without doing it through ftp?
The blog I need help with is: (visible only to logged in users)

I’m afraid that themes can’t be uploaded to blogs hosted on WordPress.com. They can only be uploaded to self-hosted blogs running on WordPress.org software. You can read more about the differences between WordPress.com and WordPress.org here:

I bought a domain through wordpress. How would I transfer that domain to a separate host, ie godaddy?

You can point the domain you registered at WordPress.com to another server (hosting service), with these steps:
You’ll need to obtain the name server values from your current host. You should be able to find them on their support documentation, or contact them and ask for the information. (Name servers may be referred as “nameservers” or “NS records” instead.)
You can also transfer a domain to a new registrar once 60 days have passed from registration (ICANN rules that registrars cannot waive) using these instructions:
