What if I can't see "upgrades" or "plugins" on my admin panel?

I can’t find “upgrades” or “plugins” on my admin panel. Really, what I want to do is set the number of posts/page to “ten.” Right now my homepage (posts page) runs to infinity. Under Admin–Settings– Reading– there is no “blog pages show at most ___ posts” entry form.
But now that I’ve started poking around for an answer, I’ve also realized my admin panel doesn’t have “upgrades” or “plugins” anywhere– where should I look?

We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
However, we do have several built-in features that were inspired by many popular plugins. You might find what you want by searching for it at http://en.support.wordpress.com/

Similarly, we take care of upgrades for you, so that menu is also not visible.

…..so how *do* i get my “sets blog posts to ____ per page” function back?

Your theme has an infinite scroll feature, so viewers don’t have to click a link to view further posts.
In this case, that can’t be changed.

No, Custom Design only covers CSS changes. This sort of template change is not possible on WordPress.com.
