What is most customizable template

Hello all. I’m trying to find a WordPress.com template that I can customize the size and position of the headers on. I have a Premium account but can’t seem to find an existing template that will give me the maximum customization.

I don’t know of any theme we have that will allow for that type of customization – the size and position of the custom header is hard-coded in all WordPress.com themes, and the only way to modify that is by using custom CSS to override the theme’s styling.
The Premium Plan gives you the ability to make changes like that. You can contact live chat support at https://wordpress.com/help/contact for help with this, though do note that we only provide limited CSS support, and for changes that are more complex we recommend you work with a professional designer instead.
