In general, the WordPress.com Personal plan applies only to sites hosted by WordPress.com. It has a number of features, including direct email support by our Happiness Engineers, removal of all WordPress.com advertising, additional storage space and the ability to buy or map a custom domain name for your site. You can see all the features of this plan here: https://wordpress.com/pricing/
If you purchase the plan and decide it is not for you, you can request a refund up to 30 days after purchase on everything but a new custom domain registration which you need to cancel within 96 hours of purchase to qualify. Your account needs to be active until you receive your refund and then you can delete the account. There are no pro-rated refunds after 30 days/96 hours.

Hello again, are you wanting to use a custom domain name you already own on https://bestinusaok.wordpress.com/ That would prompt an upgrade.
Is it possible you inadvertently added the plan to your basket? If so, you can remove it from the cart by clicking the X or trash can next to the upgrade and then you can continue for free at https://bestinusaok.wordpress.com/
