Whatever you care to throw at it. Our systems are built to scale, and we host sites on our servers that routinely get hundreds of thousands of views per day.

Using the right plugins, you should be able to, yes.
However, we cannot guarantee that all WordPress plugins will work on WordPress.com, and at least some classifieds plugins are known to be incompatible with WordPress.com:

That site does not appear to be using a content management system like WordPress, but instead was built from scratch by someone manually coding the HTML and CSS needed to create every page.
I’m sure you’d be able to find a WordPress theme that looks similar to that one (and if not you can always hire someone to create a custom theme for you), and it doesn’t look as if the site as any strange functionality, so you should be able to build something much like that using WordPress, and it will likely work better and be easier to maintain than that site.
2 Does WPAdverts work with wordpress.com? If so do you think there tools would be useful in building a classified ads website?
There are tens of thousands of WordPress plugins out there, and we cannot test them all for compatibility with WordPress.com, so I’m afraid I can’t tell you whether or not WPAdverts work here.
The list of incompatible plugins at the page I linked above gets updated over time as people try to use those plugins with us, and we discover they don’t work. In some cases we’re able to make adjustments on our end to make them work, but when we can’t they get added to that list.
If WPAdverts is not on that list, it either means it works, or no one has tried using it on WordPress.com yet. If you try using it here and it turns out it’s not compatible, but it’s crucial to the running of your site, all our paid plans are fully refundable for 30 days after purchase.

Do you think that wordpress.com has all the tools i will need to make a website like puppyfind.com? things like accept payment from different countries?

No, we do not, as those tools do not form part of the WordPress software. But that is why the WordPress software is designed to be extendable by plugins, including payment gateway plugins for various payment processing services like PayPal, Stripe, Square, and many others. Chances are that for any specific thing you want to do there exists a plugin somewhere, and if not, you should be able to hire someone to create a custom plugin for you.
