Why the choice between “Pages” and “Blogs”. What would necessitate choosing between the two?

I’m not sure what you mean. A blog is the whole site, which can contain a variety of posts and pages.
If you mean posts vs. pages. A post is more traditionally something you see on a blog, whereas a page is more static. it doesn’t need a date or to be archived, like a bio page, contact page, etc.
