When publicizing to Twitter, why are special characters not treated properly?

I have a couple of blog on WordPress.com and after using Windows Live Writer to compose my blog post I find that if I have any special characters (such as inverted commas, apostrophes and dashes) in my blog title, there is a problem when publicizing the post to Twitter. The title is correct in WLW and on WordPress but the title on twitter has something along the lines of London 2012–what legacy? http://wp.me/p2E4Nu-s. Is there any way around this or should I simply change the titles of any future post to remove special characters. I checked the forum but could not find an answer.

Sorry, I copied the above post link directly from Twitter and it appears the way it should. Here’s an example of a problem title – The First ‘Lost Years&rsquo – which should read The First ‘Lost Years’.

Solution Found. The problem lies with Windows Live Writer itself. Anyone else who has this problem should go into WLW’s Options, then Editing. Uncheck all boxes and the problem resolves itself.
