Where can I find a listing of all the themes wordpress.com has retired?

I’m looking at getting into blogging and I need to have a good theme for my blog.
However I notice that wordpress.com and wordpress.org have a habit of removing themes from their theme directory. However I find that a lot of good themes are suitable for me, even if they need improving to modern standards (for example being made responsive and widget support).
I tried using google search to find the retired themes, and it didn’t help as
site:wordpress.com/theme/ retired
doesn’t show all the required results

Well if I find a retired theme that I think looks good, then as I know how to make wordpress themes, I can then improve the theme by making it responsive, adding widget support, etc, to make it meet modern standards and then use it for my blog and host the updated theme on gitlab or github.

Well, since it’s not possible to activate a retired theme, you will not find it on any list. Also, to be able to upload a custom theme to your WordPress.com blog, you would need to upgrade to plan Business.
As for the WordPress.org theme repository, I wouldn’t be able to give you more information, for that you may want to ask the community at https://wordpress.org/support/forums/.
