Where do I find the 'Add new' button in the plugin dashboard?

  I don’t see the ‘Add New’ button in the plugin dashboard. This is step 1 of this guide for adding a Github sync plugin: https://en-ca.wordpress.org/plugins/wp-github-sync/installation/

  Hi,

  Sorry, WordPress.org support pages such as the GitHub Plugin Directory that you linked to are not applicable to WordPress.com sites. You can not add plugins to a WordPress.com site. However, see the Plugin Requests section of the Plugins support page.
