Where is the "store tab" to pay for "no ads" upgrade

  I need to buy the “no ads” upgrade. I’ve looked at the help document (http://en.support.wordpress.com/no-ads/) It says that I need to go to the “store tab” on my dashboard. I can’t find a “store tab” on my dashboard. Where is it -or is there another way to pay for it?

  The blog I need help with is: (visible only to logged in users)

  That dashboard is missing other thing as well (including the Appearance section). That’s the dashboard of a blog editor, not a blog administrator.
