Where's "Add New" Botton to upload a HTML's theme?

  Hi, I want to customize my blog with a custom theme, but a can’t find the “Add New” botton. It has been removed?

  The blog I need help with is: (visible only to logged in users)

  No, it has never existed. For security reasons you cannot add an external theme to a WordPress.com blog. You can ONLY use the ones on the dashboard Theme page.
