Where's the plugin menu? (I want to make my links active)

When I add a link (e.g. to publications I’ve written) I want the link to be a hotlink. When I go to your help page about this (http://wordpress.org/extend/plugins/skydrv-hotlink/installation/) it says that I activate the plug in through the plugin menu. Where’s the plugin menu? I can’t find it. Thanks.

We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org. You can find out more about this topic here: http://support.wordpress.com/plugins/
However, we do have several built-in features that were inspired by many popular plugins. You might find what you want by searching for it at http://en.support.wordpress.com/
