Who can start a new topic?

I run a non-profit website for a local church. Right now I have a blog at Godaddy that is WordPress powered but I’m unhappy with its’ format. I would like everyone who visits to be able to start a new topic for discussion but this is not possible with the free blog account. I setup an account here for the site but it would appear the same limitation applies. Is there a way for me to get this service or is that going to cost our group additional money to operate? This site is for a service the church provides and is frequented by people of limited means. So our donation plate is not full at the end of the night and we must make do with what we have. I provide the financing for the web hosting at Godaddy for the site itself as a service to the church, but the additional charge for the type of blog I’m looking for is unmanageable.

You are confused about the differences between blogs, forums and wikis. If you want a forum you can get a plugin for one you can use on your WordPress.ORG install.
If you move your content to a WordPress.com free hosted blog then you cannot embed a forum or a wiki. You can get a free forum or free wiki on the internet and link to it from your free hosted WordPress.com blog only. No versions of WordPress software that I know of will allow anyone to Post. You can embed a Forum if you have a WordPress.ORG install or you can link to an outside Forum either with a .COM or .ORG
